Today in Akorda the Head of State Nursultan Nazarbayev Holds Meeting on Issues of Fight Against Terrorism and Extremism and Receives a Progress Report on Implementation of Extraordinary Assessment of Law Enforcement Officers of Kazakhstan

Opening the meeting, Nursultan Nazarbayev noted that today the spread of terrorism and extremism has a global character.

“Today we live in a relative peace and stability and consequently such a course of peaceful life made us feel relaxed. At present tens of thousands of law enforcement officers work to prevent and restrain terrorist activity. The state provides a considerable support for these measures. There is nothing more important for law enforcement bodies than preserving stability and lawfulness in the country,” the Head of State stated.

Nursultan Nazarbayev also noted that achievement of the stated objects and tasks depends on orderliness, exactingness and professionalism of heads of law enforcement bodies. For instance, more than one hundred crimes connected with terrorism and extremism have occurred in 2011 - 2012. Their victims were tens of citizens and law enforcement officers.

“We should admit that radical extremist elements are exerting a large scale pressure on the state and society as a whole. People are disturbed by the inability of law enforcement bodies to prevent all these crimes. Officers are losing their lives because of lack of professionalism. Due to absence of thoughtful activities, we, accordingly, are not able to stop these crimes in advance. I, as the President and the guarantor of the Constitution, am dissatisfied with the activity of law enforcement bodies, especially with the activity of the National Security Committee. Those efforts that we are undertaking are not effective enough. Yesterday there was an explosion in the Karasay district of Almaty region, people lost their lives. According to preliminary information, a large weapons and explosives arsenal was found on site. And again we find out everything after the event. All of this demands from us carrying out careful analysis and undertaking of concrete measures directed at restraining and preventing activity of terrorist and extremist elements,” President of Kazakhstan Nursultan Nazarbayev said.

In the course of the meeting chairman of the National Security Committee N.Abykayev, Minister of Internal Affairs K.Kassymov, Prosecutor General A.Dauylbayev and director of the External Intelligence Service A.Zhankuliev made their reports on measures being undertaken.

Summing up the meeting, the Head of State instructed to conduct an audit of the entire monitoring system of anticipation and restraint of threats of terrorist and extremist nature and to undertake measures on elimination of failures in operative crime detection activities and to improve the mechanism of coordination of state bodies in antiterrorist activity.

Besides that, Nursultan Nazarbayev underlined that it was imperative to pay a special attention to enhancing skills level of law enforcement officers, especially in areas of counteraction to threats of terrorist and extremist nature. The President instructed to undertake serious measures on increasing the level of security of objects, vulnerable to terrorist activity.

The Head of the state also received Prime Minister K.Massimov’s progress report on the results of implementation of the first stage of extraordinary assessment of  higher officials of the central and regional law enforcement bodies.

“At present an extraordinary assessment of law enforcement officers is being conducted in the country. According to its results the most professional, competent and morally stable officers will continue to serve. We established the Higher Certifying Commission headed by the Prime Minister. At the first stage higher officials of all law enforcement bodies passed the assessment, the following stage is the central level, and the third stage is assessment of regional bodies’ officers. This work should be accomplished by the end of this year. By this time the activity of law enforcement bodies is starting to improve, - Nursultan Nazarbayev stated.

According to K.Massimov, 20 % of law enforcement officers did not pass the extraordinary assessment and 10 % quit their jobs prior to its beginning.

The Head of State emphasized the importance of the extraordinary assessment of officers that is directed at increasing efficiency of the country’s law enforcement system. Upon the results of the assessment the issue of considerable salary increase and significant improvement of social security of law enforcement officers will be considered.
